The focus is on improving the collection, reporting and use of malaria surveillance data to enable rapid, accurate and rational decision-making to maximize the impact of interventions.
As part of its support to the Ministry of Public Health through its growing malaria portfolio in DRC, PATH is currently recruiting a Strengthening Malaria Surveillance Specialist who will be part of the MACEPA. S/He will lead the implementation of surveillance and M&E activities related to MACEPA in DRC. The Strengthening Malaria Surveillance Specialist will work under the direct supervision of the MEAL Advisor based at Kinshasa.
Responsibilities:
Under the direct supervision of the MACEPA project’s MEAL Advisor, the Strengthening Malaria Surveillance Specialist will provide technical support to the NMCP to strengthen its surveillance and M&E systems and supervise the project’s provincial team on surveillance and M&E aspects. He/she must maintain synergy and collaboration with the other components of the MACEPA project.
Advise the NMCP on the development, implementation and strengthening of surveillance and M&E systems:
Provide technical advice and guidance for the development and the implementation of the program’s monitoring and evaluation plan.
Provide technical advice on data visualization and analysis, organization of technical working groups and data reviews meetings.
Provide technical advice and guidance on strategic plan implementation learning and performance management.
Provide technical advice to ensure effective implementation of surveillance and M&E activities.
Support the NMCP in developing and updating the detailed knowledge database on the implementation of malaria interventions at country level.
Provide technical advice on innovative strategies, best practices and procedures related to malaria surveillance and M&E.
Provide technical advice on NMCP periodic reports and recommendations to improve indicators performance.
Provide
Provide technical advice and guidance on the development and implementation of the national malaria data repository (NMDR).
Provide technical advice and guidance to the NMCP for the data to action culture.
Provide technical advice and guidance on the development and the implementation of malaria data quality assurance’s innovative approaches or tools (eg : data champions, data certification tool, …).
Strengthening the health information management system (HMIS):
Provide technical advice on coordinating the implementation of health information system activities.
Provide technical advice on HMIS strengthening.
Provide advice on strengthening health data quality assurance mechanisms.
NMCP’s Capacity building :
Identify and advise on potential problems in implementing NMCP surveillance and M&E activities.
Provide technical advice and guidance in organizing the surveillance and M&E capacity-building activities.
Provide technical support for the development of the NMCP’s national strategic plan.
Organize capacity-building sessions for NMCP staff in order to maintain and leverage program implementation capabilities.
Ensure continuous capacity building of PNLP staff in malaria data lifecycle management.
Knowledge sharing and management :
Support the NMCP in a culture of active and continuous learning and facilitate the sharing of information on all aspects of surveillance and M&E with all stakeholders involved in malaria.
Advise the NMCP on strengthening the knowledge database by facilitating lessons learned and feedback sessions through the various existing NMCP platforms.
Support the NMCP in developing the capacities and skills required for the development and implementation of the surveillance and M&E systems.
Document and share experience of NMDR use.
Required Skills & Experience:
Master’s degree, preferably in medicine, public health, epidemiology, monitoring & evaluation, with a minimum of 5 years’ relevant experience.
A bachelor’s degree in the same field with two additional years of relevant experience may also be accepted in lieu of a master’s degree.
At least 5 years’ relevant experience in surveillance and M&E’s technical support for the specific MoH program in DRC (at national or provincial level).
At least seven years’ experience and expertise with proven results in the development and implementation of health M&E systems, particularly in the fields of malaria, HIV or tuberculosis, are required.
In-depth experience of health data lifecycle management is required.
Previous experience in surveillance and M&E’s technical assistance at the national level of the DRC MoH is required.
Strong interpersonal, coordination and negotiation skills are important assets.
Proven networking, team building, motivation, organization, leadership and communication skills are strong assets.
Strong ability in DRC HMIS and DHIS2 management. Advanced level in handling Microsoft Excel and Power query. Strong ability in handling data visualization tools (Tableau Software, Power BI, etc.).
Proven experience in digital healthcare.
Good writing and analytical skills are required.
Fluency in French, both written and spoken, is required.
Intermediate level in English, both written and spoken, is an asset.
